Leadership Team
Mel Fulton, Chief Executive Officer. Mel is the Chief Executive Officer of TORIS Technologies LLC, an advisor and provider of technology solutions to the federal government customers. Mr. Fulton has more than 30 years of experience in the intelligence community. He has a history of success in building and leading successful organizations, profit and loss management, strategic planning, business operations, sales management, business development and capture, project management, engineering, and technical consulting. Mr. Fulton's career has been focused on U.S. government agencies in the Intelligence Community (IC) headquartered in Northern Va and Md with senior-level relationships across government and industry. Prior to the establishment of TORIS Technologies LLC, Mr. Fulton was Vice President of the National Intelligence Group for BAE Systems. His responsibilities included leading marketing and managing line of business for the U.S. government classified market. During this time, he provided mission-support engineering, solutions development, systems engineering and integration, technical operations, and training. Mr. Fulton was also responsible for identifying and capturing strategic growth opportunities, as well as supporting the strategic planning of merger and acquisition functions. Prior to joining BAE Systems, Mr. Fulton held senior level positions at Booz Allen Hamilton, Northrop Grumman/TASC, and General Electric (in Valley Forge, Pennsylvania). Mr. Fulton has a Bachelor's of Electrical Engineering Technology from Northeastern University and a Master of Science in Information Systems from George Washington University. He also has certification in Strategy and Leadership from Darden Business School and certification in General Management and Leadership from the Harvard Business School.
David Friss, Vice President. Dr. David B. Friss is our VP For Corporate Operations. He is responsible for managing all hands-on operational aspects of the company. With a Background of over 25 years of corporate, consulting, and academic experience, he offers expertise on developing and strenthening administrative foundations in Finance, Contracts, Program Control, Human Resources, Recruiting and Staffing, Security and other business areas for our Government customers. His Background prior to joining TORIS, includes senior leadership positions in academia as well as a US Defense and Commercial contractor firm to include Dean of the School of Business and Management for Argosy University, Dean of the School of Information Systems and Technology for Kaplan University, Chief Technology Officer for Northrop Grumman Mission Systems Sector, Intelligence Operations Director for Northrop Grumman TASC, Partner with Greenwich Technology Partners, and Vice President with First Union Bank. David holds a Bachelor of Science degree in Mathematics from George Mason University, and MBA from Auburn University, a Masters in Psychology from Kaplan University, and a Doctoral Degree in Organization and Management/Leadership from Capella University. TORIS may be a small business, but our leadership designed our organization infrastructure (to include recruiting, security, contracts, human resources, benefits, procurement, administrative, and office support staff) for scalability and has instituted matured processes, controls, and mechanisms to support our client’s requirements across multiple disciplines.
- Delivering Technology: TORIS fully supports our clients' mission needs for cutting edge technology products, services, and engineered solutions across the spectrum. In addition to having established relationships and agreements with IT vendors, TORIS is a certified HP Partner and systems integrator.
- Sourcing Talent: Our dedicated team of in-house personnel recruiting staff fulfill any and all client staffing requirements. We maintain accounts on multiple job boards and groups and use a trusted applicant tracking system to remain OFCCP compliant. We supplement the sourcing team via agreements with additional external technical recruiting firms in preparation for efforts requiring high numbers of surge support or unique skills, critical program transition timelines, or high numbers of staff requirements.
- Teaming with Industry Partners: When teaming is the most advantageous solution to best serve a customer, TORIS uses our vetted network of IC contractor professional services and solutions firms with demonstrated ability to deliver on commitments. Our network includes firms that align with our core services and are actively engaged in contracts providing new R&D efforts, Software/application development, All source intelligence analysis, Network engineering, Cyber engineering, and Other professional managed services offerings.
- Providing Facilities and Logistics: TORIS holds an active facility clearance. Our FSO maintains a current listing of additional facility space in and around our customer locations across N. Virginia and Maryland (to include SCIF space availability). Our processes and controls for the acquisition of IT equipment, materials, inventory controls, and other logistics are fully compliant with government regulations and policies. As needed we additionally apply customer specific controls and reporting requirements at the project level.
